What is ElderShield?

ElderShield is a severe disability insurance scheme which provides basic financial protection to those who need long-term care. It provides a monthly cash payout to help pay for out-of-pocket expenses up to a maximum period of 72 months

The Ministry of Health (MOH) has appointed three private insurers Aviva Limited, Great Eastern Life Assurance Company Limited, and NTUC Income Insurance Co-operative Limited to manage ElderShield.

When a person is unable to do at least three of these six daily activities listed below, the person is considered to have severe disability.

  1. Washing – The ability to wash in the bath or shower (including getting into and out of the bath or shower) or wash by other means.
  2. Dressing
    The ability to put on, take off, secure and unfasten all garments and, as appropriate, any braces, artificial limbs or other surgical or medical appliances.
  3. Feeding
    The ability to feed oneself food after it has been prepared and made available.
  4. Toileting
    The ability to use the lavatory or manage bowel and bladder function through the use of protective undergarments or surgical appliances if appropriate.
  5. Mobility
    The ability to move indoors from room to room on level surfaces.
  6. Transferring
    The ability to move from a bed to an upright chair or wheelchair, and vice versa.


What are ElderShield Upgrades from private insurers then?

Possible upgrades in coverage from private insurers are then to:

  1. Start to claim monthly cash payouts when insured cannot do 2 out of 6 daily activities (instead of  the usual 3 out of 6)
  2. Enable longer or even lifetime claim payout instead of just 72 months.
